Kake visited on a Thursday lunchtime around 1pm; no trouble finding a seat, though the place wasn't empty. Barman was friendly enough. No real ale. Strongbow was £3/pint. Background music was inoffensive if unmemorable, and not too loud. Overall impression was that it wasn't as bad as you might expect from a chain pub attached to a conference centre.

Getting here: Exit Custom House Station via any of the walkways; they all funnel into one raised walkway which leads to the ExCel Centre. There's a door leading in to the top floor of the Fox on the right hand side of this walkway.
