Note that Monument station is technically in EC4, with an address on King William Street (EC4R 9AA).
As of 31 March 2008, interchange is drastically restricted due to escalator work.

The original idea was for the complex to basically operate as three separate stations:
* Central Line and Waterloo and City Line
* Northern Line and DLR
* Circle and District lines

Interchange between these three sections of the complex was planned to be only via street level. It's likely though not yet tested that street-level interchange will count as a continuous journey for Oyster PAYG purposes. Things are still changing, but this London Connections diagram shows the (somewhat improved) situation as of 4 April.
