As of 31 March 2008, interchange is drastically restricted due to escalator work; TfL are recommending that the station is best avoided, but various commentators point out that certain interchanges are still possible. Interchange can still be accomplished at street level, though this can be quite a lot of faff. It's likely though not entirely clear that street-level interchange will count as a continuous journey for Oyster PAYG purposes.
